Probably the Saleen S7 in terms of straight-line speed. Overall racing, though, I gotta say the Lamborghini Murcielago just because its a little easier to control compared to the S7 and carries enough speed/acceleration to get the job done. Its not like top speed/fastest speed is necessary if you aren't doing a drag race.
There is no controllable tuning in Midnight Club LA nor is it necessary to succeed in the game.
I don't race rookie drivers and I have a project due on Monday for Chemistry. Sorry.

From the above answers, I feel, well… I tried, still cool question. (my step dad was a drag racer).
A friend of mine runs a roofing company, has an older Dodge Ram with a Cummins. Maybe 4 years old? Motor’s at ~200K miles and still running fine. Body was in horrible shape. In fairness, he runs it hard. Bumper was knocked off in an accident, front end fender bender, interior covered with so much trash I couldn’t see the carpet, no paint left in the bed after being scratched all to hell, etc. I kept teasing him about replacing it until he went out, had the bodywork fixed, repainted, and cleaned out the interior. Looks good now, he expects to get another 200K out of it.

When you blow your engine, it's because you're pushing it beyond its limit without shifting. Pay attention to the speedometer. When you see the pointer fall into the green area, shift immediately. If you shift too early (before the blue zone), you'll lose speed, and most likely, the race. If you shift too late (after the green zone), you'll lose speed. There are two particular shifting zones, blue and green. If you shift in the blue zone, you'll gain a little bit of speed, and the game will tell you "Good Shift". If you shift in the green zone, you'll gain a lot more speed, and the game will tell you "Perfect Shift". It's harder to shift in the green zone, so pay attention to the speedometer's pattern (how fast the car goes, so it varies from car to car), and shift as soon as you hit the green zone. Most of the time, Drag races will require you to perform Perfect Shifts in order for you to win. Use L2 to shift down (but you won't need this button if you want to win), and use R2 to shift up. Don't worry about turning, Drag races are just one long straight path. However, pay attention to the track. Some will require you to change lanes to avoid stage hazards (such as water barrells), and even to find shortcuts and jumps! To drag takes time and practice, so choose your car carefully when starting out. Get used to the car's mechanics, and use it to win as many drag races as you can. Eventually, you'll come across a race you just can't win, and will need to buy and upgrade a newer, better car, starting the whole drag mastering process over again. Good luck!
