You need some or you won't have enough grip but not to much or you won't go fast enough and, in formula one, you will have to make more stops to replace the tyres.
The optimum level for it is dependant on weather conditions and the road surface at the time: at lower temperatures or if the road is more smooth or wet (or anything else which could reduce friction between the tyre and the road), more would be needed.
Why does it matter who he is? When The matter of fact is, he did fail. In fact, considering he is a well known F1 driver and he still fails, makes the start even more embarrassing.
