There was no 1.8L Jetta for the North American market in 1999. There was in 2001 though. Prior to 2001 the 2.0L I4 was the base engine and it was not exactly fast. In 2001 a 1.8L turbo was available, it was a good bit quicker, but no faster than most of the other cars on the list.
If the Taurus is an SE it won't have the 3.0 DOHC Duratec as it was only available in the SEL model. The SE had the 3.0 OHV Vulcan V6, it's substantially less powerful than the Duratec.
The Fusion will have an inline 4, there hasn't been a V4 used in a road going car in over 30 years.
To answer your question the Fusion will likely be the quickest car in the 1/4 mile. The Windstar is quite heavy. The Jetta is underpowered, The Taurus is both heavy and underpowered, and the Sonata is slow as well.
