Check it's compatible with the OS on your computer and the Apple Dictionary software.
If it is try adding to the Libary>Dictionaries folder on your hard drive. You may also have to select it in Dictionary Preferences to make it available to search in.

I agree about the statement being annoying and unreasonable and a lot more, but I won't use such words publicly.
But…
a) OS X is NOT Unix and NEVER will be. It is Posix-compatible to some extent, but it is NOT Unix (which *BSD is) nor a *nix OS like GNU/Linux. OS X is not Unix, *nix, Unix-like or *BSD. It is however somewhat Posix-compatible. But that's all.
b) Sure, but Windows is even less Posix-compatible
– and OS X is still not a Unix or even a *nix.
c) Hardly. Considering the limited hardware and limited hardwaresupport the only reason it feels easier is because the user has fewer options
– let OS X be capable of running on ALL x86 PC's and you'll suddenly see OS X as being LESS easy to maintain than MS-DOS 4. The good part of OS X is the NeXTSTEP part and the part that makes it reasonably easy to use.
Yes the Commodore company and the hardware, but AmigaOS migrated to PowerPC and continued development (see AmigaOS on Wiki for basic info)
