It depends on the reactor design...
Water can have multiple purposes in a nuclear reactor, besides just cooling the fuel. All the power plants in the US use water to both cool the fuel and control the nuclear reaction. In fact if there was no water in the reactor before start up, then you would not be able to start a chain reaction in the core, period! This is not true of all nuclear power plants, just the ones built and running in the US. So a simple answer to your question is room temp.
If on the other hand, you had a powered up reactor and you had an LOCA (loss of cooling accident) then the answer is a lot more complicated. In general, in order to get a license to build and operate a reactor in the US, you have to be able to prove that in the event of a LOCA your fuel will not melt. How hot that peak temperature really is depends on a number of factors like the properties of the fuel, etc.
