The fastest production-car title-race is kind of lame since the fastest cars now a days exceed way way over 350 kPH which is way more than you'll ever need. Somehow I would prefer if the companies would rather focus on improoving other aspects that make a car great rather than making the top speed the most important parameter.. What good is there about having the fastest car if it drives poor in general, is uncomfortable, have bad build quality, is ugly etc. ………

# Failures to Intercept
Interceptors were only scrambled from distant bases after long delays.
* Despite the fact that Flights 11 and 175 were headed for New York City, no interceptors were scrambled from nearby La Guardia, or from Langley, Virginia.
* Despite NORAD's having received formal notification of the first hijacking at 8:38, no interceptors were scrambled from Andrews to protect the nearby Pentagon until after it was hit at 9:37.
* The two F-15s scrambled from Otis AFB to chase Flight 11 flew at an average of 447 mph, about 23.8% of their top speed of 1875 mph.
* The two F-16s scrambled from Langley to protect the capital flew at an average of 410.5 mph, about 27.4% of their top speed of 1500 mph.
# Failures to Redeploy
Nearby fighters on routine patrol duty were not redeployed to intercept the airliners, nor were fighters that belatedly reached Manhattan sent to defend the capital.
* Two F-15s flying off the coast of Long Island were not redeployed to Manhattan until after the second Tower was hit.
* The two F-15s scrambled from Otis AFB to protect Manhattan could have reached the capital in 9.6 minutes once they arrived over New York City. That was still 34 minutes before the Pentagon was hit.
Leaving aside the fact that you haven't shown exactly how my emphasis on personal effort lacks justification, I would point out that in order to achieve “revelvant” results, you must emphasise personal effort. If you didn't take into account any effort at all, then it would be impossible to determine what capacity of living a person would be achieving at all, much in the same way that without petrol in the tank of the car, it would be very difficult to determine it's top speed. Douchebag.
Breakdown: 1) Program Minecart speeds to range from 1-16 2) install redstone booster track pieces (redstone in the middle of the crafting slot instead of stick) which increases the speed of the cart that runs over it to top speed (16) 3) make carts slow down by an average rate of one speed per 8 or 16 blocks (So a cart would come to complete stop at either 128 or 256 blocks. 4) Make Coal powered carts ride-able, and so you can press the up arrow to increase your speed up to 16, or down arrow to decrease down to 0. This would be the hardest step to do as it requires the addition of some GUI bits and all new programming. These four steps will get rid of almost all the issues with minecarts at the moment and make them workable. Small additional touches can then be done from there.

There are a couple of ways to look at top speed. If a car's engine can turn a certain maximum RPM like 8000RPM and has certain gearing of the transmission and differential, the theoretical top speed can be calculated. However, in an actual test run the real top speed would be less than the theoretical because of the resistance of the tires on the road and the wind resistance of the car cutting through the wind. You might be able to change the car's gearing and other things but ultimately as you start going faster the wind resistance becomes the big barrier to higher top speeds. This is why you see the cars that are used to make record top speed runs on the salt flats have aerodynamic body shapes and reduced heights to produce less area to the wind.
So to answer your question, most cars don't run out of RPM but run out of power to push the car faster into the wind.
I dont know how familiar you are with the forum but taz has some good mods for the spree now and is currently working on exhaust. If you want to get a bit more out of it you should hit him up. My 86 is getting an overhaul, new engine, sandblasting, and the works.
